Is there really the need to develop new ones? The open document standard and the pretty much fits this problem.

I agree with going with existing open standards. I guess the issue is more the XML structure to be adopted and enforced as a requirement to all public data produced online. I think there is an agreement on what that standards are but I don't know much more about it. In case there is an agreement at EU level it could be used as a basis for the CoE Member States.
