“G.85 All stakeholders should be enabled to participate in the development and refinement of rules or regulatory frameworks on e-democracy in order to define the kind, level and content of regulation best suited for individual areas.G.86 Before devising new rules, existing international and domestic rules should be reviewed in view of their possible applicability, adaptation and expansion.G.87 Existing standards for e-government and e-governance should be examined in view of their possible application and adaptation to e-democracy.”
