“G.95 Structured documents, with added metadata, in standard formats, and broad availability and various display formats should be developed in order to make it easier for the citizen tofind relevant documents and to find the correct place in such documents.G.96 Local, regional, national and international standards in document formats should as much as possible adhere to common guidelines, and adopt and, if necessary, customise existing international standard initiatives as proposed by standardization bodies such as United Nations and CEN.

The UN is no "standard body". And CEN is a dinosaur of the EU regulatory framework with no significant impact on technology development. Most relevant "standards" for the net are from consortia like W3C, OASIS. It is therefore useful to use the term "standards and specifications", given that the EU has a very narrow harmonised definition of the word "standard" from a directive of the 80ths that was never modernised since.
