G.76 When devising and implementing e-democracy, the following enabling factors should be taken into account, including:- the political will and leadership of government and politicians;- a developed and vibrant civil society;- the quality and quantity of participation of e-democracy processes;- the impact of participation on the outcome;- the understanding and addressing of wishes and reservations of all possible stakeholders;- political objectives beyond involvement for the sake of expression,- initial low-level engagement;- a general(ised) access & accessibility to technology, including by persons with special needs or living in less developed or remote regions (e-inclusion);- effective co-operation between the different stakeholders;- user-friendly (usability factor), transparent, adequate, scalable, differentiated
andsustainable e-tools; - user-friendly, but reliable identity authentication;- information of citizens from the outset about how their input will be used (no false promises or expectations raised);- information on how citizen input has been used in decision-making.G.77 Attention should be paid to potential risks of presenting misleading information, making commitments that are not met, defamation, publishing obscene material, incitement to racial and religious hatred, and discrimination on ground of age, sex, race and disability.
